About the Role:
Kariera Group recruitment services are actively seeking a Contracts Engineer for a national oil and gas operator in Doha, Qatar.
Key Responsibilities:
- Provide expertise and practical assistance to all assigned sponsoring/end-user departments in all tendering/contractual matters from the inception of the project to close-out of contracts.
- Efficient and effective implementation of the purchasing processes and undertaking the procurement of materials and equipment for category purchasing groups from assigning of purchase requisition to delivery and payment to suppliers. Attend to the emergency materials requirements, implementation risk management and price estimation processes.
- Review and advise at the inception of project considering the best practice in tendering and contracting strategy.
- Prepare pre-qualification documents, invitations and evaluation criteria in consultation with the Sponsoring Department (SD) and render expert advice in shortlisting potential bidders.
- Suggest the most appropriate tendering process prepare tender plan submissions along with tender strategy.
- Review and comment on the Scopes of Work/Services (SOW), and identify contractual gaps, unlimited liabilities, and impossible requirements, including the verification of the completeness of the technical information.
- Review and track the queries from tenderers during the bidding phase
- Review the response of the technical queries prepared by SD and prepare responses to unpriced commercial queries thus ensuring quality and timely issuance of the Tender Bulletins Participate in mid-tender meetings and site visits.
- Participate in mid-tender meetings, site visits and face to face discussion with the tenderers.
- Address various issues concerning deviations to general conditions of the contract, technical and unpriced commercial deviations and ensure each of such problems is responded to through Tender Clarification.
- Ensure all matters under the technical proposal submitted by tenderers which require clarification are addressed in a timely manner until the bids are fully or substantially compliant to the tender requirement.
- Prepare technical evaluation reports for review by other evaluation committee members.
- Lead the commercial evaluation, analyse the commercial proposal and prepare the Commercial Tabulation and Evaluation Report, convene meetings with the Commercial Evaluation Team members and ensure that it is submitted to the concerned Tenders committee in a timely manner.
- Coordinate with SD proactively after Commercial Evaluation Report & Award Plan submission for necessary inputs for the Letter of Acceptance of Tender and Award of Contract (LOA) and ensure its timely issuance to the Selected Tenderer Initiate review process of the draft Contract document, finalise it with inputs, if any form other concerned departments and issue the draft contract for review and execution by the contractor.
- Administer all change management processes including reviewing and evaluating users’ proposed changes and their contractual impact on the original contract in terms of time and costs.
- Evaluating contractor’s change proposal to ensure it is in line with the terms of the contract and according to reasonable time and cost.
- Critically evaluate and challenge the Contractor’s claims from contractual and commercial perspectives.
- Ensure the close-out process is initiated by SD in a timely manner and review the Completion Certificates (CC), Statement of Final Accounts (SFA), Closeout Report (COR) and Discharge Certificate (DC).
- Identify global trends in materials supply to facilitate the development of short, as well as long-term sourcing strategies and risk mitigation plans.
- Participate in the creation of SLA and KPls and implement and analyse performance reports.
- Monitor key deliverables such as administration of bonds/guarantees.
Requirements:
- BSc degree in Quantity Surveying/Engineering Discipline or equivalent.
- Minimum 10 years' experience in various stages of pre and post-contract administration/supply chain environment with at least 5 years' experience in the oil and gas industry.
- Possession of sound knowledge of contract law is desirable.
- Proficient in the commercial and contractual aspects of pre-& post contract award administration, contractual correspondence, contract verbatim, and report writing with analytical, logical and problem-solving skills.
- Thorough understanding of engineering, procurement, and construction techniques Other forms of contracts like FEED/ECS/Construction/Consultancy/Operation & Maintenance (O&M) contracts and their related works/services.
- Computer literate and able to use this knowledge for contract analysis, and evaluation of statistical data both historical and projected.
